The Association of Southeast Asian Nations (ASEAN) has been showing a number of significant development since the establishment on August 8th, 1967. Not only has been able to include Brunei Darussalam, Vietnam, Myanmar, Laos, and Cambodia as its members, ASEAN has also been succeeding to transform itself from merely a diplomacy forum to a more institutionalized regional institution. ASEAN Charter, that was signed in 2007 by the members of ASEAN, is the milestone of ASEAN's institutionalization. In order to support its institutionalization, ASEAN has planned to establish 'ASEAN Community' in 2015.
The leaders of ASEAN member states seem to have a higher target. In 2003, these leaders planned to achieve the ASEAN Community in 2020, however in 2007 they decided to accelerate their plan, and eventually the ASEAN Community is expected to be realized in 2015. ASEAN Community 2015 will definitely open many opportunities in political, economic, and cultural fields for ASEAN member states.
However, we must acknowledge that ASEAN Community Vision 2025 will also pose its member states ti various risks that appear as inevitable results of this Community.
In order to respond recent development as well as the challenges that Indonesia will likely face after the emergence of ASEAN Community Vision 2015, the Department of International Relations, faculty of Social and Political Sciences, Universitas Indonesia created the ASEAN Study Center FISIP UI, based on the Dean's Decree No. 522/H2.F9.D/HKP.D2.04/2013 released on February 8th, 2013. The Study Center aims to support the endeavors of the government to pursue the national interests of Indonesia, specially related to the ASEAN Community Vision 2025, together with constructive efforts to strengthen the regionalism in Southeast Asia.
ASC FISP UI's Vision:
To be a prominent study center that will be a reference for public and private institutions both in Indonesia and overseas, and for the society to understand ASEAN as a regional institutional in Southeast Asian and to find the alternatives to develop and stregthen the institution.
Mission:
- Developing ASEAN-related studies comprehensively, including its evolution, its institutional dynamics, and its interaction with various international actors.
- Providing deep analysis towards the efforts to strengthen ASEAN;s institutionalization, ASEAN's role in regional and global scope, and Indonesia's role in ASEAN itself.
- Increasing the capacity and the capability of Indonesia's diplomacy in ASEAN in order to serve Indonesia's national interests.
- Creating significant contribution towards the development of ASEAN as a people-centered and people-oriented institution and the creation of ASEAN's identity in the region.
ASEAN UI conducts various research and programs to implement the mission. The projects focus on three main agendas:
- Strengthening ASEAN's institutionalism in order to empower the notion of ASEAN Centrality
- Inter-institutional Cooperation and Coordination in Indonesia to prepare for the ASEAN Community Vision 2025.
- Strengthening the elements of ASEAN identity in order to construct the people-oriented and people-centered ASEAN.
The ASEAN Studies Centre is devoted to research on issues that pertain to the Association of Southeast Asian Nations (ASEAN) as an institution and a process. Through research, conferences, consultations, and publications, the Centre seeks to illuminate ways of promoting ASEAN’s purposes of political solidarity, economic integration and regional cooperation, and finding pragmatic solutions to the challenges on the path to achieving this. The Centre conducts studies and provides inputs and ideas to ASEAN member states and the ASEAN Secretariat on issues and events that call for collective ASEAN actions and responses, especially those pertinent to building the ASEAN Community.
Apart from academic research, ASEAN Study Center has also been involved in various initiatives to connect various stakeholders of ASEAN and East Asian regionalism at international, national, and local levels. ASC FISIP UI is also working with various partners to disseminate and discuss important issues pressing ASEAN and to connect academics and think tanks in Indonesia and in the region. At national level, ASC FISIP UI has served as the coordinator of 56 ASEAN Studies Center in Indonesia (together with ASC UGM as the co-coordinator). At regional level, ASC FISIP UI has worked with Center for ASEAN Studies of Thammasat University as the co-coordinator of the Network of ASEAN Studies (NAS). ASC FISIP UI also involved as the coordinating institution in Indonesia for the Network for East Asia Think-tank (NEAT), the track 2 of the ASEAN Plus Three in addition to other academic and think tank networks in the region. Furthermore, ASC-UI also established cooperation with ASEAN Studies Centers throughout Southeast Asia and China through Memorandum of Understanding on Co-Establishing the Network of ASEAN-China Academic Institutes (NACAI) on 28 May 2017. We agreed to hold ASEAN-China academic seminar every year in China and ASEAN member states’ universities. In addition ASC-UI also established Agreement of Implementation for Academic Exchange and Cooperation between The Center for Southeast Asian Studies in 11 May 2018 with National Chengchi University Taiwan. ASC UI believes that these initiatives are important to develop people-to-people connectivity.
To strengthen the feeling of ASEAN-ness among the youth, as well as to increase the awareness on ASEAN, Throughout its existence ASC UI has managed to establish the teaching of ASEAN courses in Undergraduate and Postgraduate levels, in coordination with the Department of International Relations, Universitas Indonesia. At the undergraduate level, these courses composed of four courses: “ASEAN”, “ASEAN Political Security Community”, “ASEAN Socio-Cultural Community” and “ASEAN Economic Community”. In addition to adding ASEAN courses to the curriculum of undergraduate and postgraduate levels, ASC UI also disseminated ideas on the development of ASEAN’s institutions in national and international fora, in cooperation with various stakeholders and partners.
